HCA's focus with for-profit lenders revolves around Special Purpose Credit Programs (SPCPs) and Low-to-Moderate Income (LMI) affordable lending strategies. We are the #1 provider of technical assistance to lenders for SPCP written plans and provide full facilitation for lenders from data to design and documentation, all supported by our team of SMEs covering legal, compliance, operations, sales/originations, and marketing to diverse segments. We also help IMBs and others to plan for and execute on their own Community Development Financial Institution model for greater access to capital and new forms of liquidity that benefit lenders and underserved communities.
HCA provides a growth path for nonprofit CDFIs and HUD-Approved Housing Counseling Agencies in CLIMB. We help nonprofits ‘CLIMB the Lending Ladder’ to go from packaging and down payment assistance lending to 1st mortgage origination as a Broker, Correspondent, and even (when ready and at scale) becoming a GSE-approved Seller/Servicer.
The CLIMB program helps lenders enhance their business model while increasing production and credit options for the least served consumers in their market area.

Special Purpose Credit Programs for Lenders (Banks, IMBs, Credit Unions):
Homeownership Council of America’s Community Lending Initiatives in Mortgage Banking (CLIMB) program is designed to assist lenders in assessing needs and opportunities in targeted areas. HCA provides a complete market analysis as a component of CLIMB and requisite step for SPCPs. The analysis pulls target area data from HMDA and the US Census and ACS to show a picture of the community’s lending needs, the current housing market, and growth potential. We use the analyses to work with our SPCP CLIMB partners to describe the need for specialized mortgage loan products and credit enhancements. HCA works with our CLIMB partners to develop and monitor the needed products and go-to-market strategies. We also work with the team to create enhanced marketing and engagement through community partnerships. HCA has provided CLIMB for more than 40 lenders. HCA has developed Special Purpose Credit Programs (SPCP) with Credit Unions, Independent Mortgage Banks, Depository Banks, CDFIs, and nonprofit lenders. We have worked with several banks to develop SPCP and other affordable loan programs in fulfillment of a Community Benefits Agreement.
